The Malazan Empire is the dominant political and military power in the series, a vast multi-continental empire that expanded from a single island to control territories spanning Quon Tali, Seven Cities, and much of Genabackis. Founded by the enigmatic mage Kellanved and the assassin Dancer, the Empire represents one of the great achievements -- and great tragedies -- of the Malazan world.
The Empire is characterized by a paradox at its heart: it is a meritocratic military machine that genuinely improves the lives of many of its subjects (ending slavery, building infrastructure, promoting based on ability rather than birth) while simultaneously being a brutal conquering force that destroys cultures, displaces peoples, and treats individuals as expendable resources. This tension drives much of the series' political and moral drama.
By the time of the series, the Empire is ruled by Empress Laseen, who seized the throne by assassinating the founders. Under her rule, the Empire has entered a period of overextension and internal decay. The military remains formidable, but the political leadership is increasingly paranoid, the Claw operates with unchecked brutality, and the Empire's wars on multiple fronts are stretching its resources to the breaking point.
History
Founding
The Empire began on Malaz Island, where Kellanved and Dancer overthrew the pirate Mock and claimed the island as their base. From this unpromising origin, the two built a military and political organization that rapidly expanded. Kellanved's genius lay in recognizing talent and placing it in positions of authority regardless of social standing -- a meritocratic principle that attracted brilliant and ambitious individuals from across the region.
Unification of Quon Tali
The Empire's first great campaign was the unification of Quon Tali, bringing the warring kingdoms of Quon, Tali, the Kanese territories, Li Heng, and the Dal Honese lands under a single banner. This campaign established the military and administrative systems that would define the Empire.
Overseas Expansion
Under Kellanved, the Empire launched campaigns across the sea to Seven Cities and Genabackis. These campaigns were executed by legendary commanders and soldiers -- the Bridgeburners, High Fists like Dujek Onearm, and the formidable Imperial navy. The conquest of Seven Cities brought enormous wealth but also sowed the seeds of the Whirlwind Rebellion.
The Assassination and Laseen's Ascension
Kellanved and Dancer were assassinated by Laseen (formerly known as Surly, head of the Claw), who seized the throne. The founders did not truly die but ascended to become the gods Shadowthrone and Cotillion. Laseen's coup was followed by purges of the Old Guard -- veteran commanders and soldiers loyal to Kellanved -- that devastated the Empire's institutional knowledge and bred resentment throughout the military.
Decline and Overextension
Under Laseen, the Empire continued to fight on multiple fronts while losing internal cohesion. The Genabackan campaign stalled, the Seven Cities rebellion erupted, and political intrigue consumed the capital. The outlawing of Dujek Onearm's Host, the betrayal of the Bonehunters at Malaz City, and the increasingly erratic behaviour of the Empress marked a period of institutional decline.

The Empire is never presented simplistically -- it is both a force for progress (ending slavery, enabling social mobility, building infrastructure) and a brutal instrument of conquest. The soldiers who serve it are among the series' most compelling characters, and their struggles with duty, loyalty, and conscience form the emotional core of the narrative.
The Empire's trajectory across the series -- from the Genabackan campaigns of GotM through the Seven Cities rebellion of DG, the Pannion War alliance of MoI, the political crises of BH, and the Bonehunters' final march to Kolanse -- traces a story about the costs of power, the meaning of service, and the possibility of redemption through compassion.
